The Reconstruction Executive Committee is a government organization within DisCity. There are seven members of the Executive Committee, thus far identified only by code numbers. In addition to these, the Committee directs a number of operatives known as Executive Officers.
Following the suspension of the West District Order Management Regulations and led by the City Council, the Committee was formed in order to replace the disgraced West District branch of the Public Security Bureau and assume the administration of Syndicate. The Committee is nominally an open and diverse organization seeking to rebuild the economic, medical, educational, and public administration institutions in the district and help Syndicate recover from the devastation of its years under gang rule. In truth, the Committee is a continuation of the long-standing systems by which Eastside authorities keep Syndicate impoverished and oppressed. It is a puppet organization controlled behind the scenes by Nirvana. Its true goal is to bring Keylan Square back under the authorities' control, in order to maintain Nirvana's monopoly on Hypercube production. In order to do this, the Committee targeted Drifter Camp under the pretense of punishing them for offenses including Hypercube smuggling and illegal buildups of arms.
During the Ten Days of Rustfire, Executive Committee forces were pushed out of Syndicate entirely, but the Committee quickly regained control of the district once the rebellion was suppressed by the Blockade Operation. The Executive Committee was then charged with completing a comprehensive census of Syndicate's population as a prelude to Paradeisos's planned Purge Order.
The Committee has access to large amounts of DisCity's firepower, including heavy weaponry used by the FAC to fight Corruptors in the DisSea. These armaments are not normal parts of the Committee's authority, but were granted to them upon request to the Speaker of the City Council.
In the early months of its existence, the Reconstruction Executive Committee was considered to have had great success at eradicating large swathes of the criminal and violent organizations in Syndicate, effectively usurping the credit for the work of The Legion at breaking the power of Syndicate's gangs. However, after the destruction of BR-002, the Executive Committee was forced to restructure. Conservative elements in Eastside blamed the Committee's failure on dereliction of duty by opening peace channels and betraying sensitive information to Rustfire.
