Overview
The Legion is the largest and most powerful gang in Syndicate. With Zoya as their Commander, the Legion fought a years-long war against the other gangs in order to reunite the West District and end the constant, violent upheaval caused their ceaseless conflicts. This campaign brought them into conflict with the Public Security Bureau and PARMA, as the Legion's leaders began to uncover the existence of a long-reaching conspiracy to keep Syndicate in chaos.
As the only two organizations seeking to restore order to Syndicate, the Legion is allied with SALVA Hospital despite their leaders' distaste for each other.
In addition to Zoya, their Commander, the Legion is led by her advisor Earl and her most fervent follower, Horo. Legionaires tend to favor extreme strength, able to go toe-to-toe with gangsters who have abused Mania crystals and wield Mania weapons without resorting to such measures themselves. The Legion is also known for its fleet of heavily armored vehicles and has a total membership of about 150.
History
The Legion began as the Nirvana fleet, a wing of the Nirvana megacorporation that monopolizes the production and trade of Hypercubes. When Nirvana dismissed its Syndicate-based workers, many members of the convoy joined together to form this gang. During this time, the Nirvana fleet was led by Leggett, then later Earl (who joined Nirvana with Horo in N.F. 104). The fleet was a mercenary gang that existed on the outskirts of Syndicate, hiding in the desert and surviving on commissions, afraid of getting involved in battle. When they were attacked by other gangs, they would flee, make concessions, or beg for mercy. Earl believed this to be a practical necessity due to their lack of strength.
Earl eventually recruited Zoya in order to reform the fleet and build up their strength. Earl and Zoya's partnership was based on a simple deal: she would provide power while he provided information; she would destroy the past so that he could create the future. Under their leadership, the Legion became the most powerful gang in Syndicate and ultimately defeated all their rivals in the battle at the Unclaimed Crypt and sealed the Inheritance that had been used to fuel so much of the violence in Syndicate.
The Legion then turned its eyes toward their enemies outside of Syndicate, the Public Security Bureau and arms dealing puppet masters who had orchestrated the district's oppression. At Keylan Square, Zoya succeeded in confirming what they had believed about the conspiracy, but was baited by Parma and became the Ground Zero of BR-004. The Black Ring killed much of the Legion, including Earl, and in its aftermath the gang was disbanded and many of its survivors taken into custody. When the 9th Agency rooted out the remnants of the conspirators from the Public Safety Bureau, they secretly sent the surviving Legionnaires to WhiteSands for refuge so that they couldn't be used as scapegoats.
After the Legion's destruction, its memory lived on as a symbol of Syndicate's freedom and resistance against oppression, especially among Rustfire and the residents of Drifter Camp. A year later, now with Horo as their Commander, the Legion returned to Syndicate to aid in evacuating the district during the expansion of BR-002.
