Overview
The Public Security Bureau is the law and order enforcement organization of DisCity, in charge of day-to-day policing and maintenance of regulations for civilians. Officers in the PSB are also known as sheriffs. Known sheriffs include Doyle, Leggett and Roxanne. Unlike the FAC, the PSB must answer to DisCity's City Council. At some point before N.F. 112 the Chief of the Public Security Bureau was Burns, but it is unknown who runs the Bureau at present.
The Public Security Bureau has a history of extreme corruption. After the implementation of the West District Order Management Regulations, the PSB was the only official organization still authorized to work in Syndicate. In the almost thirty-year era between the DisSea Explosion and the appearance of BR-004, the PSB acted as an instrument of oppression in the West District, working with Parma and colluding with various gang leaders, such as Ted, to keep Syndicate in chaos. Although the true nature of their ally as an Underground field operative was not known to them, the western Public Security Bureau nevertheless acted seemingly independently of other DisCity authorities including the Framework Against Catastrophe. The PSB used brutal tactics including extrajudicial detainment and torture against political enemies in Syndicate, as well as encouraging the proliferation of Mania weapons among Syndican criminal organizations.
Despite the Public Security Bureau's attempts to undermine order, the Legion steadily gained power in Syndicate. By early N.F. 112, the Public Security Bureau had formed a plan to destroy the Legion with the Inheritance. When this plot was uncovered by Horo, the PSB dispatched the Chief of the MBCC to apprehend her, having given them false information suggesting that Horo was Suspect R. After the Chief ultimately sided with the Legion and defeated the Inheritance, the Public Security Bureau colluded with the other remaining gangs to frame the Legion for attacking the negotiations at Keylan Square. They intend to use this as a pretext to turn on and destroy the Legion, while allowing the colluding gangsters to bypass their defenses and attack Zoya. This conspiracy backfired disastrously, as their collaborator Parma revealed his true colors and used this opportunity to call down BR-004 upon the Square. When the Black Ring descended, most of the PSB forces were killed instantly.
In the aftermath of the Keylan Square crisis, Paradeisos launched an inquiry to root out corrupt and treasonous elements from the Public Security Bureau and other official institutions. The remnants of the western PSB continued to exist for a few weeks as little more than a scattered group of thugs (once attempting to capture Horo again to preserve their reputation), but the organization was soon completely purged by the 9th Agency. It was replaced as the enforcement institution in Syndicate by the Reconstruction Executive Committee.
In Eastside, however, the PSB seemingly never suffered from the same level of corruption as its Syndican wing. It survived the higher authorities' purges and continued to operate much as it had before, as a conventional police force for the city. Although its leaders made a point of avoiding the Chief of the MBCC due to the deadly history between their organizations, the two bureaus cooperated frequently in dealing with the many Mania crises that took place in Eastside over the following years.
