The Homeless is an organization in Syndicate comprised of displaced, orphaned, or vulnerable children. There are no official traces or evidence of its existence, making it more like an urban legend than a gang; however, during Crache's interrogation, the Chief states that the Homeless has over 1,000 members. It is said that if a child draws the symbol of the Homeless, a guardian angel will appear to help them.
The Homeless is a loose organization. As the children's protector, Crache is its most important figure, but she does not fill any meaningful leadership role. In her absence, the children follow Sandy instead. Dolly and Roulecca are also counted among the Homeless, but not all of its members are Sinners. The Homeless maintain a number of hideouts and bases around Syndicate, which tend to be makeshift locations like playgrounds and abandoned factories.
At the beginning of Rustfire's rebellion against DisCity, the Homeless were incited by Raven's propaganda and went to the defense of Drifter Camp. They were instrumental in defending it, as they were "angry, unyielding, and trusting of each other," making even the ones who were not Sinners reliable and effective combatants. The Homeless remained closely intertwined with the fugitives from Drifter Camp throughout the crises of the following months. Homeless children took an active role in the battle to shape public sentiment on the crises in Syndicate, spreading Raven's poetry and propaganda throughout the district and taking advantage of their youth and perceived vulnerability to encourage sympathy for the West District's struggles from people in Eastside.
Following the final defeat of BR-002 and the rebirth of the West District, the Homeless were largely taken under Raven's wing. With Crache's insistence, many members of the Homeless became the first students of Raven's new Syndicate Academy.
