The City Council appears to be the primary governing body of DisCity. Much like the "City of Sins" that it represents, it is rampant with in-fighting and corruption. Although the City Council is responsible for running the day-to-day operations of the city, it is not the highest authority within the city state. The Council is subservient to the city's true rulers in Paradeisos, though the exact relationship and hierarchy is not known. Additionally, since the West District Order Management Regulations in N.F. 99, the City Council relinquished direct authority over Syndicate and governs Eastside alone.
It appears that the City Council are, if not uniformly than mostly, unaware of history and events beneath the surface of DisCity, such as the details of Paradeisos's ongoing conflict with the Underground. Paradeisos also does not strictly dictate orders to the City Council, as seen when Paradeisos's critical plans in the Blockade Operation were held up by a lack of Council approval.
Members of the City Council are democratically elected, and the Council is led by a Speaker elected from within their number. The exact number of councilors is unknown at this point; a City Council hearing on the failure of the Reconstruction Executive Committee was said to have a thousand people in the room, but it is unknown how many of those were actually Councilors. The members of the Council do not appear to belong to codified political parties, but they are divided into ideological camps. A progressive wing emerged as a political movement "several decades" before the events of the game, but it was completely defeated around the time of N.F. 104. As of N.F. 113, conservatives are by far the most dominant faction, with progressives occupying only 8% of the Council's seats. However, following the rebirth of Syndicate's Hypercube mining industry, it is likely that the progressive wing gained a significant increase in their influence.
Known members (and former members) of the City Council include:
- Burns, the former head of the Public Security Bureau and director of the City Council until his death at the beginning of BR-004.
- The Speaker, as yet unnamed, but characterized as ruthless and deeply corrupt, even orchestrating the assassination of a judge so that his brother could be appointed to that position.
- Reagan, the current Deputy Speaker, valued by the Speaker for his fundraising ability. He was behind an exploitative scheme called the Home Reconstruction Project, which built low-quality housing in Syndicate that eventually collapsed, killing many.
- Abel Schilder, Demon's father, who was assassinated while campaigning for Speaker in N.F. 104.
- Bernadette Cavenish, described as a "star member" of the City Council and role model for women in Eastside, and a popular candidate for the Speaker's seat. She is also Matilda's aunt.
- Kadis Cavendish, Matilda's cousin. It is not 100% clear that he is a City Councilor in his own right, but he is seen acting as a proxy for his (presumably) mother Bernadette during Council business.
- Enoch, a Councilor who attempted to use Eirene and Quinn to illegally trade Hypercubes with Outland.
- Walter, a Councilor who worked with Deren in the past and financed the DisCars film award festival.
- Pend, a Councilor whose daughter Hilda was kidnapped to extort him. She was rescued by Cinnabar.
Paradeisos is also known to have councilors, such as Oris, the man who killed Chameleon's parents, but it is not clear whether this is the same as or a different political organization from the City Council.
