Background
Also known as Suspect R or S-[], some materials outside the game suggest that her real name is Rebecca, though it is not known if this is canon within the game itself. She is also sometimes referred to as Sinner Shapeshifter, as a description of her ability. She seems to have some connection to the Chief's past, claiming to have waited for them for a long time and to be eager to see them again.
Suspect R is likely affiliated with the Underground in some capacity, displays profound disgust for humanity and the state of DisCity and the world, and predicts the collapse of human civilization in the near future. Despite this sinister and mysterious profile, she is also depicted in the painting in the Creation crimebrand -- likely the painting titled "Rebecca" which Lisa considers to be the pinnacle of art.

Suspect R breaks into the MBCC while the Chief is asleep inside a recovery pod, interrupting a consciousness repair program being performed on them. She asks how much the Chief remembers, and seems disappointed at how little it is, but says "as long as you still remember who you are, you won't lose everything." She tells them to "come back" to her, that their battle has only just begun, and that she will wait for them. Nightingale and an MBCC team shoot her numerous times, but she recovers quickly and summons monsters to hold them off. Unable to take the Chief with her, she draws and then licks their blood, transforming into a duplicate of them. Having stolen the Chief's bio-information, she uses the disguise to break through all security systems and release every prisoner in the Bureau.
The Chief's team catches up to her at the Underground Sinner Experiment Area, where she summons another, colossal monster to bar their way while she uses the Chief's bio-information to enter the pyramid. Before they are able to follow, the walls and floor of the prison begin to collapse, and she emerges again. Suspect R claims that in addition to destroying the Bureau, she truly did want to see the Chief and set the Sinners free. Her monsters divide the Chief from the rest of their team, leaving the two of them alone together again. The Chief attempts to Shackle her, dispelling her transformation, but she easily resists their binding, saying that she "can't be caught just yet." As the Chief still does not remember her real face, she says to "remember it now. It'll be a long time before we meet again." As she is carried away by a monster, she tells the Chief that if they can witness the end of human revelry without looking away, she will be waiting at the end with all the answers.
Salva Chaos
The Public Security Bureau believes it has confirmed the whereabouts of Suspect R, who has incited major riots across Syndicate. Their informant and collaborator in Syndicate, Ted, informs the Chief that she is hiding out at the SALVA Hospital. It is eventually revealed that this information was false, and Suspect R's whereabouts remain completely unknown.
