Overview
Founded and run by Dr. Iron, SALVA is an organization dedicated to finding a cute for Mania, with a medical staff of 46 people. The hospital is located where the West District Hospital used to be, 1.3 km west of Keylan Square. Its symbol is a broken and upside-down cross. They are allied with The Legion as the only two organizations attempting to restore order to Syndicate.
Despite the Hospital's altruistic endeavors, it is widely hated by those in Syndicate, who blame Sinners for the spread of Mania. SALVA's leadership by Sinners, as well as its penchant for taking in fugitive Sinners for treatment, have led to a great many rumors about its supposedly evil activities, such as that they collect the corpses of Corruptors for experiments to gain the power of Mania so that they can brainwash and control the Syndicans. These rumors are not entirely unfounded, as Anne had indeed been storing the corpses of dozens of Corruptors in a secret room in SALVA's basement. Hecate calls this an "A-class violation".
Most of SALVA's employees are former gangsters, reformed into armed doctors after having been treated at the Hospital for Mania. Many SALVA staff members, including Dr. Iron, have mechanical prostheses to replace limbs amputated because of Mania mutation. SALVA is also known as a place to go for prosthetic repairs; Labyrinth wants to go there when she is found broken in a dumpster in Syndicate. As SALVA treats anybody, including gangsters, the hospital is a neutral zone. Weapons, tobacco, alcohol, and fighting are all banned.
Role
During the riots following the MBCC prison break in August of N.F. 112, SALVA doctors found Horo collapsed and badly wounded at their front door and brought her in for treatment. Because Horo had discovered the location of the Inheritance, SALVA came under attack by gangsters attempting to claim its power for themselves. Horo had also uncovered evidence of corruption within the Public Security Bureau, and so the PSB wrongly identified her as Suspect R to the MBCC. Acting on this faulty intelligence, the Chief was dispatched to SALVA as well. In the ensuing battles, the Hospital was badly damaged by Ted and the Gray-Haired Girl, spreading huge amounts of mental contamination amongst its patients and staff.
Over the course of the next year, SALVA was eventually rebuilt and reopened. In March of N.F. 113, Eve was treated for her prosthetic legs at a hospital in Syndicate strongly implied to be SALVA. By November of that same year, SALVA was fully operational and assisting the Rustfire refugees with medication and supplies.
