Minos Bureau of Crisis Control

The Minos Bureau of Crisis Control, often referred to as the MBCC or simply The Bureau, is a secret government organization based in DisCity whose primary duty is overseeing the imprisonment, medical care, and rehabilitation of Sinners. While initially a subsidiary of the Framework Against Catastrophe, it is later transferred to the jurisdiction of the 9th Agency for reasons that are still unknown. Nightingale refers to it as a "jail for the most vicious criminals," but in actuality, many of the Sinners being detained are both relatively stable and lacking a dangerous criminal history. Given the connection between Sinners and Mania, as well as the societal bias against them, the Bureau is tasked with using whatever means or excuses necessary to bring them under their control. In addition to detaining them, the MBCC's Chief is authorized to utilize controlled Sinners to undertake missions ranging from conventional crime-solving and prevention to the most dangerous and sensitive Mania crises.

Personnel

------
The MBCC is led by a Chief and vice-Chief, who are responsible for leading special operations and handling cross-departmental affairs. The Chief in particular leads a Special Unit of Sinners, usually consisting of Hella and Hecate. Besides those two, however, the level of consent other Sinners have in being involved in missions is inconsistent. Some, like EMP, have been shown being forced into missions, while others, like Lisa and Demon, volunteer or submit formal applications to join specific operations. The amount of freedom may vary depending on a Sinner's M-Value, the state of their corruption, or their ability to otherwise cooperate with various personnel.

The Supervision Department supervises and manages non-combatant Sinners, and installs facilities for the use of incarcerated Sinners.

The Sinner-tracking squad or Arrest Team is the primary policing branch, acting as a specialized force that is dispatched when dealing with Mania crises and Sinner arrests.

The Support Department covers a wide range of operations, including medical, research, intelligence, and supply, frequently enlisting the aid of Sinners in all of them.

Known Members

  • Langley, as the head of the 9th Agency, refers to herself as the "boss" of the MBCC.
  • The Chief
  • Nightingale, the Bureau's vice-Chief and the Chief's adjutant
  • Faye, the head of the Supply Office
  • Eugene, leader of the Arrest Team
  • Wynn, an intelligence officer

History

------
Little is known about the history of the Minos Bureau of Crisis Control prior to the Chief's reawakening in N.F. 112, and many of the hints that remain suggest the organization may have a sinister past. It is theorized that the Bureau was established in N.F. 56, as that date appears on official seals in many places throughout the game. If this is the case, the early existence of the MBCC must have looked very different from its current iteration, as N.F. 56 is 28 years before the DisSea Explosion and the establishment of the Framework Against Catastrophe, which is ostensibly the MBCC's parent organization, as well as 33 years before the discovery of the first publicly-known Sinner, Hamel.

Many records of the historical Bureau are locked away behind clearance levels inaccessible by any members of its staff, including the Chief. These include information about the Chief's past, as well as the Bureau's entire Restricted Area and Underground Sinner Experiment Area, a large underground facility that was destroyed by Suspect R during the MBCC prison break. From what records do remain, the Chief is able to see that prior to their awakening in N.F. 112, the role of Chief had apparently been vacant for the past year. During that time, all official duties had been managed by Nightingale as the acting Chief of the Bureau.

Layout

------

The Bureau's exact location is unknown, said to be a "secluded place on the fringe of DisCity." It contains a variety of facilities ranging from recreational to research-oriented, all of which are kept under close surveillance. It is divided into areas with alphanumeric call signs. Its non-Sinner-related departments are located overground, while it's Sinner-related facilities are mostly underground.

Black Market

Run by Faye, it is described as "the Bureau's hidden trading channel to the outside world." While the name implies that it would deal in more illegal activities, it seems to be a sort of shopping center for both Sinners and employees. Applications can be submitted to obtain various goods not already being sold, and it seems that the Bureau has little difficulty obtaining them despite the need for such a system in the first place.

Confinement Cell

Often leveraged as a punishment akin to solitary confinement, the confinement cell is actually an area dedicated to more intensive therapy for Sinners who struggle to combat the symptoms of their Mania.

Darkroom

A video archive where footage from Sinners' training and battle are recorded and can be replayed for research purposes.

Energy Furnace

The Bureau is powered by four separate Energy Furnaces. Their power source is unknown.

Greenhouse

Contains various plants and flowers, existing primarily for therapeutic purposes.

Hypnotherapy Room

Sinners all receive weekly hypnotherapy as a means of easing the multitude of their psychological issues. While Supervision Events make mention of a singular hypnotherapist, the Management Center page alludes to multiple, so the exact size of this particular operation is unknown. Hypnotherapy appears to be an established but contentious practice in the Nightfall era, given that Iron refers to it as a pseudo-science.

Library

Although not mentioned in the Management Center, multiple Supervision Events make mention of the existence of a library within the Bureau. Much like the Black Market, there is an application system in place for acquiring new reading material.

Outdoor Activity Area

Despite its name, the Outdoor Activity Area is stated to be located underground, with simulated sunlight and skies that change depending on the time of day. Confusingly, there is also an above ground area that Sinners are allowed to spend their time in, sometimes been referred to as the Yard.

Pandora Cage

The name given to the area containing all of the various Sinners. Although official art depicts them as being barren jail cells, some with bars and some with reinforced glass, various Sinner profiles make mention of "rooms" that can be personalized according to the Sinners' tastes. The current Chief appears to be adopting a more lenient approach than their predecessors, but there is yet to be explicit confirmation of any kind of major renovations on the Pandora Cage.

Recreation Area

Contains many arcade machines and video games consoles that are the subject of various Supervision Events.

Restricted Area

A large pyramid-like structure that served as an archive for classified documents before being destroyed by Suspect R along with the Underground Sinner Experiment Area. Prior to this event, none of the Bureau employees had the clearance necessary to access the records, including the Chief.

Secret Chamber

An area designated for the retrieval of Hypercubes sent to the Bureau by "higher departments," overseen by an envoy.

Training Room

Possesses a variety of equipment as well as "training cabins," specialized rooms designed to run combat simulations.

Trivia

------

  • The MBCC is named after Minos, the mythological first king of Crete, a son of Zeus by Europa, who imprisoned the Minotaur in a labyrinth and after death was made a judge of the dead in Hades.
