As a result, it was determined that she needed to be detained immediately.
▾ Criminal Record 2
After a personal investigation by the Chief, it was determined that the Mania overflow incident happened because she was affected by Mania while under immense mental pressure from others. She had no real intention of harming others and is actively undergoing mental treatment.

▾ Arrest Record 4
At her request, the Eastside TV station's program Call at 3 AM will be permanently canceled, and Eleven will be removed from the TV station. However, the TV station allowed her to record a final farewell program. The farewell program was a departure from her usual style, with witty and aggressive commentary. As a result, it once again became a top search keyword and spawned a completely different late-night radio program specifically for the new her.
Interrogation
▾ Interrogation 1
Late at night, Eleven returns to the Eastside TV Station on Fifth Avenue. She receives a phone call from herself, asking if she is there to destroy the phantom that caused the Ghost Call incidents. Eleven confirms that she is and that she wants to erase all memory of her show. The phantom tells her that as long as they both exist, there will always be another call at 3AM and that the world will always be full of things that Eleven would rather not hear. The line goes dead and Eleven begins to hallucinate a scene on the building's rooftop and the voices of her producers instructing her to pander harder to her audience.
At the MBCC, The Chief receives an alert of a Mania spike in Eastside. As they arrive at the TV Station, the phones of everybody in the street begin to ring. Eleven's voice says that she wants to resume her show and tells the Chief to come to the roof, where they find Eleven unconscious in a swirling mass of a Mania energy, holding an antique terminal with an active phone call. While the voice continues to talk through the call, the Chief Shackles Eleven. They are overcome by a wave of grief, but Eleven is shocked awake and uses her ability to destroy the terminal in her hand. She turns to the Chief and says that she has taken care of things now, and asks to be taken into custody. As they leave the station, a bulletin announces that Call at 3AM has been put on indefinite hiatus.
You met Eleven again at the TV station, where she as threatened by a power similar to hers. After resolving this threat, Eleven voluntarily returned to the Bureau with you for detention and interrogation.
▾ Interrogation 2
Eleven is happy and cooperative in her interrogation, telling the Chief that she has wanted to come to the MBCC for some time now. Having negotiated the cancellation of her program, Eleven wiped the memories of the people who had been pulled into her spiritual realm, and now believes that she destroyed the source of the anomaly. However, the Chief shocks her with the news that after initially disappearing, rumors about Call at 3AM have begun a resurgence. Eleven explains that part of her power had split off from her, and that without it, she couldn't control her abilities. She intentionally drew the Chief to the Eastside TV Station, believing that together, they'd be able to destroy it. Eleven wants to seal the terminal away and is willing to give up her own powers if that means that it can never activate again, but the Chief persuades her to try using it one more time, believing that with the Shackles present, there is no danger and they might be able to learn some clues. Eleven begins to talk with something over the phone, and although she initially argues with it, she quickly begins to succumb to the voice telling her that her failures have all been due to her own weakness. The Chief tries to pull the terminal away from her, but they are pulled back into Eleven's inner world, very similar but much weaker to that which they had escaped from before. A passerby grabs their arm and obsessively instructs them that they have to get to work at the TV tower.
You brought back the old terminal from the TV station that used Eleven's and your power to call everyone. Eleven admitted that she couldn't control or destroy this part of the lost power. You and Eleven decided to use the terminal to activate the Shackles again in search of useful clues but unexpectedly created another world.
▾ Interrogation 3
When the Chief enters the TV Station, the facial recognition system identifies them as Eleven and allows them access. They realize that the Shackles, combined with Eleven's power, have intertwined fragments of both their consciousnesses together into a single body. In Eleven's old workplace, they find a huge number of people working enthusiastically despite the late hour, and Eleven's boss pulls them in to record her radio show. Eleven instantly settles in to her rhythm, and the Chief observes that she seems to love what she does. Eleven reluctantly agrees, but the show begins and she is forced to focus on her work. The first caller is a nervous young woman whom Eleven is able to genuinely help, but the next call mocks the program and scorns her dedication. At the end of the show, Eleven's producer concocts a scheme for another employee to write scripts where she will pretend to be a bullied girl calling in to ask Eleven for advice. At the same time, she hands Eleven a new phone so that she can be available to be called in for work any time -- the same old terminal which housed the escaped part of her powers, and the Chief realizes that they are experiencing the origin of the ghost who caused the Ghost Calls incidents. As the Chief and Eleven take it, the world around them begins to crumble, and Eleven despairs that nothing has changed since the time when the ghost lived.
In the end, you discover that this world belongs to a part of the old terminal, coming from the Ghost in Ghost Call that has been troubling Eleven. She, just like Eleven, was a host. However, the good feelings she used to bring to others with her honesty and cheering personality were eventually turned into templates and lifeless performances aimed at getting views and earning profits.
▾ Interrogation 4
Eleven’s mental state collapses and the world changes to the same rooftop where she met the Chief. Eleven begins to believe that she and the ghost are one and the same, having both had their genuine desire to help people betrayed and met only by cynicism and deception. She jumps from the roof, but the Chief catches her with the Shackles. They remind Eleven that despite everything, there are many people whom her show resonates with, and assert that if Eleven really wanted to erase Call at 3AM then it would have taken much more effort for the Chief to talk them down before.
Back at the Bureau, Nightingale informs the Chief that Eleven has regained full use of her powers and that her M-Value is stable. She also reports that the higher-ups have approved Eleven’s request for one last radio gig. Eleven hosts a final going away episode of Call at 3AM, and when hecklers call in, she retorts fiercely rather than letting them trample over her. The Chief calls her and they discuss the things that Eleven loves about her job and how the new version of her can perform the work even better. Eleven signs off the show by thanking her listeners and promising that it’s not goodbye, but the beginning of a promise to come back some day.
Don’t be afraid of being crushed by darkness or sunk by falsehood. Since you chose to grow and evolve, use the power you gained from this to trample all that makes you suffer.
Serving Term
▾ Serving Term 1
As a former late-night radio host, she initially had trouble adjusting to the Bureau's schedule, often staying awake at night. Given the nature of her unique voice, strange tales regarding "voices" soon started spreading around the Bureau.
▾ Serving Term 2
She keeps a collection of peculiar items in her room, such as candy wrappers, Martian sand, and "slimes." Investigations revealed that these were all tools for her ASMR recording sessions.
▾ Serving Term 3
Most people in the Bureau enjoy engaging in heart-to-heart conversations with her. She even knows Hella's bank account balance and where Bai Yi's secret stash of alcohol is. Many also confide their negative feelings to her, and she rarely disappoints them. Through witty and incisive conversations, she helps them vent their frustrations.
▾ Serving Term 4
She has an inexplicable obsession with Chief's working hours. If Chief works beyond the usual time, she will provide gentle reminders. However, most of the time, her reminders are of little use, and Chief often receives a call from her at 3 AM.
Emotion Check
▾ Emotion Check 1
[Eleven's dark circles under her eyes have become increasingly noticeable.]
Eleven: Woken up again by the announcement for outdoor activity time...
Chief: ......
• Prompt: How about changing the program to daytime?
• Eleven: But my heart is with those who need someone to confide in at night...
• Eleven: 😥
• Prompt: Try wearing earplugs while you sleep?
• Eleven: I heard that the earplugs Miss Faye purchased can "block out all noises," yet the radio is capable of "penetrating anything"... Heh, that sounds like a slogan my program sponsor would come up with.
• Eleven: 😉
▾ Emotion Check 2
[Eleven is organizing the tools used for ASMR recording.]
Eleven: Which one should I record? The scratching sound of claws on the pavement trees, or the rustling noise of antennae brushing against the eardrum?
Chief: ......
• Prompt: Neither one really seems like an option for ASMR.
• Eleven: Don't say that. Besides my little poems, these are the two most popular options for ASMR radio, perfect for sleepless nights... You should give it a try.
• Eleven: 😘
• Prompt: Both sound pretty hypnotizing, both are good.
• Eleven: If you're interested, I can send you a copy of a draft. Try falling asleep while listening to it. It's sure to help you drift off into dreamland.
• Eleven: 😉

▾ Supervision Event 3
⚠⚠ Inspiration Hunt
The usage rate of the secret room has surged recently.
System Notifications: The Supervision System detected that Sinner Eleven frequently enters and stays in the secret room for a long time with unspecified sinners. Please investigate to confirm whether there are any violations.
Chief: Let me see... Enfer, Bai Yi, Etti, EMP... Is Eleven really that fond of socializing?
• Prompt: Go check the situation
Eleven: Thank you, this is all very helpful... This is a little something for you. Please take them.
Eleven: Huh, Chief? What a surprise to see you here... What are you doing here?
• Prompt: I should be asking that.
Chief: What on earth are you doing here?
System Notifications: Just as you approach the secret room, you bump into Eleven, who is smiling as she sends another Sinner out the door, giving her a small package of unknown contents.
Chief: At first glance, it feels like something illegal is happening.
Eleven: I'm just swapping some ASMR sleep aids for some personal experiences or word-of-mouth stories... Is that a violation in MBCC?
Chief: Trading for stories?
Eleven: Yes. To ensure the quality of my program, I need a constant flow of new material, but the stories on the internet are too messy and hard to verify...
• Prompt: So, you chose to interview Sinners?
Eleven: That's right. If you're interested in these stories, you can also tune into my program... I'm getting all positive feedbacks from my listeners!
Chief: It feels like I'll definitely need some ASMR to fall asleep after listening to it...
▾ Supervision Event 4
⚠⚠ Role Change
Eleven's hypnosis therapy sessions always take a long time.
System Notifications: Eleven takes too long for hypnotherapy, about 160.7% more than average. Please investigate and appropriately intervene.
• Prompt: Go and check the Hypnosis Room
Chief: It so happens that she seems to be receiving treatment right now. Better to be early. Go check it out.
Eleven: Yes, I understand... it's okay... it's good to talk about it.
System Notifications: As soon as you reach the door of the Hypnosis Room, you hear the sound of crying, like she's in the middle of an emotional breakdown, mixed with vague comforting sounds.
Chief: What's going on, Eleven? Uh... Doctor. You're the one crying.
System Notifications: You're taken aback by what's happening in the Hypnosis Room. Eleven is gently comforting the sobbing hypnotist.
• Prompt: Wait, what's going on here?
Chief: Aren't you here for hypnosis treatment? Why are you acting like the hypnotist now?
Eleven: It might be because my voice makes people want to talk... After a while, the hypnotist couldn't control his emotions.
System Notifications: There's a hint of fatigue in Eleven's smile.
Chief: If you feel like you need help, you can call me at any time. At MBCC, you shouldn't be forced to be anyone's emotional support.
Eleven: Thank you. I feel better already just hearing that.

⚠⚠⚠ Bureau Rumors
A new rumor has suddenly started circulating within the Bureau.
System Notifications: The monthly time for file review is here again. This time, the change in the average number in the "Training Hours" column catches your attention.
Chief: The average has dropped by more than 30%... What's going on?
System Notifications: Supervision System: According to the data, the number of people in the Bureau mentioning "Training Room" and "ghost" has increased by 180% in the past month, which may be loosely related to this phenomenon.
• Prompt: Investigate
Chief: That's it. I'm going to investigate the truth behind the "Training Room Ghost" mystery. Miss OwO, the mighty and awe-inspiring lion dancer who is good at exorcism, would you like to join me?
OwO: You have great taste to recognize my domineering and powerful aura. It can drive away all evil! All right, the great OwO will accompany you to check out this so-called Training Room Ghost!
System Notifications: You and OwO arrive at the entrance of the Training Room late at night. Sure enough, you hear strange noises. It's mournful and eerie, coming from the pitch-dark depths of the Training Room.
OwO: Why aren't you opening the door? Are you planning to let me do it? I'm not the type to do that!
• Prompt: Open the door
• Chief: I'll open it. Get ready.
• Eleven: Give me back my eyes! Give! It! Back!
• OwO: Awooo!!! The ghost story is real!!!
• Chief: ...Eleven, why is it you?
• Eleven: Oh dear, why are you all here? I was just practicing my scary voice, so I can make it even scarier. I even chose a time when there were fewer people around... Did I scare you?
• OwO: I wasn't scared at all! I-I just wanted to test whether my roar is more powerful than your eerie voice!
• Eleven: Are you also interested in voice training? What a cute and diligent girl! Your lion's roar is already very powerful, but if you use my vocal technique, it can definitely become even more intimidating.
• Chief: Stop pranking her, Eleven, she'll really believe it. The Bureau can't handle a second "Midnight Lion's Roar" ghost story.
• Prompt: Don't open the door
• Chief: Are you scared, is that why you want me to go in first?
• OwO: W-who said I am scared?! I just wanted to say if I, the Thunderous and Invincible OwO, were to handle this, I'd break the door and drive out the evil ghosts at the same time!
• Chief: In that case, please don't. I don't want to lose a door.
• Eleven: Give me back my eyes! Give! It! Back!
• System Notifications: It may be an illusion, but the eerie sounds coming from the Training Room seem to be getting closer to you. Even OwO can't pretend anymore, taking refuge directly behind you.
• Eleven: I thought I heard people talking outside the door... What are you doing in the Training Room so late?
• Chief: That's my line, Eleven. You're the reason behind the ghost story, practicing your vocal range in the middle of the night...
• Eleven: Hehe, yes... This is a new vocal technique I've learned, it's said to make any voice scarier. Seems I've succeeded.
• Chief: Yes, you certainly have, congratulations... So you can use your normal voice now, right? OwO has already run away in fear, I hope she doesn't get lost in the dark.
▾ Supervision Event 6
⚠⚠⚠ Nightlife
The healthy routines implemented by the Bureau don't seem to be thoroughly enforced.
Chief: This should be the last document I need to process today... Huh? It's past midnight already?
System Notifications: After a long overtime shift, you walk alone in the Bureau shrouded by night and sleep. As you pass the secret room, you suddenly hear a gentle female voice leaking from the slightly ajar door.
• Prompt: Listen by the door crack
Chief: Who could be in the secret room so late? Is it Eleven recording for her program?
Eleven: ...That concludes "Syndicate's Best Archerqueen"'s submission. I want to thank this active listener for participating, and thank you all for listening.
Eleven: It's well into the night. I wonder how many of my listeners would like to have a midnight snack. Our next submission is about...
System Notifications: Perhaps, due to the door being open, Eleven startles when you approach and meets your gaze. After playing a piece of music, she leaves the microphone and comes to the door.
Eleven: Chief, what brings you here? You're just in time. I'm doing a special in-house broadcast... It's a rare opportunity, so would you like to say a few words to everyone?
• Prompt: Accept
• Chief: Well, I suppose I can't refuse.
• Eleven: You want to, Chief? That's fantastic! After I finish reading this submission, I'll introduce you as our special guest!
• System Notifications: Eleven laughs happily, cuts the music, and picks up the script.
• Eleven: This submission is from "A Pipe that Travels the World", who wishes to share how you can get more desserts from the cafeteria lady after mealtime has ended...
• Chief: Wait, Eleven, can I take a look at these scripts you've finished? I think there might be quite a few clues about rule-breaking behavior in there.
• System Notifications: Eleven professionally reads the script, pushing the documents you need towards you with one elbow. The program continues, with no one aware of what's to come tomorrow.
• Prompt: Decline
• Chief: It's a bit sudden, maybe next time.
• Eleven: That's true, if you're here at this time, you must've been working overtime again. Go back and rest.
• Chief: It's not that, I'm just not used to radio programs, so I can't handle it as well as you. Maybe I can participate after I get to know your program a little more.
• Eleven: I'm looking forward to it. The response to this special program has been very good, and there are still many Sinners actively participating. I believe the day when Chief is a guest won't be too far away.
• Chief: You mean... even at this time, there are still Sinners who haven't gone to bed and are listening to your program?
• Chief: No wonder the Supervision System always shows that someone is dawdling after the recess broadcast... They stayed up late.
• Eleven: Hehe, maybe people's nightlife is much more eventful than you think.
• Chief: It's better not to be too eventful.
