He confirms that the Rules within the Chief have been reactivated and expresses surprise that the Chief accepted that restraint, but is excited that they represent a new possibility for humanity in the future.

Eternal Nightmare - Embers of Long Night
When the Chief's consciousness approaches the black tower in DisSea, 03 declares that Paradeisos must do whatever necessary to retrieve their consciousness. If it cannot be done in 15 minutes, however, he orders the Chief to be destroyed. 03 implies that if the Chief were to reach the tower, it would cause a "real catastrophe" and orders their destruction if necessary to prevent it — suggesting that such an outcome would be far worse even than the return of BR-002.
