Overview
BR-003, also referred to as the Navigator Observatory incident, is a mysterious Black Ring that appeared in N.F. 106. Almost nothing is known about it, except that Parma was involved in its descent and that Langley became a Sinner during the incident.
It is possible that BR-003 is somewhere outside of DisCity; before becoming a Sinner and the head of the 9th Agency, Langley was an admiral in DisCity's military and was accused of murdering a peace negotiator, possibly indicating that the Black Ring is in a foreign location.
In faraway Eastia, resonance from the descent of BR-003 catalyzed an attack by the Sun Crow and the resulting drought of ten suns.
