The Outland Affairs Bureau, officially the DisCity Outland Affairs Management Bureau, is responsible for coordinating and managing matters pertaining to the city's external relations with Outland, such as trade, diplomacy, and immigration. The current Chief of the Outland Affairs Bureau is named Guillotin.
The OAB officially requests assistance from FAC and the MBCC during the Raging Sands event, first for help with researching a depleted Ash Crystal, then again for combat assistance as desert bandits were disrupting trade in Whitesands, impeding the economic lifeline of DisCity. The OAB is deeply suspicious of Eirene, and keeps close surveillance on Quinn's activities and relationships with outside city-states. Although not referred to by name, Guillotin and the Outland Affairs Bureau are also involved in the Sun Crow's attack on DisCity. They accuse Du Ruo and the other Eastian envoys of espionage and, worse, controlling the Sun Crow to attack to city, disrupting their joint operation and nearly allowing the Sun Crow to break through into DisSea.
The Outland Affairs Bureau is once again present in the No Gang's Land event, where they have dispatched a special WhiteSands security team to conduct a Cleansing Operation for the transport routes in WhiteSands to eliminate the bandits preying on Hypercube shipments. The leader of the security team, Scotch, proposes cooperation with Hella during the event as the MBCC was not available for direct assistance during their operation. However, it quickly becomes clear that Scotch does not value the lives and livelihood of the people living in the Outlands, merely seeking to hit a quota for his bandit hunting and does not care if the targets were actually guilty of any crime, even going as far as planning to kill Hella and blame the unpredictable sandstorms for it. It is also mentioned during the event that the Outlands Affair Bureau has been artificially jacking up the prices for Hypercubes in the past six months, making life untenable for the Outlands natives.
